Citizens groups, like SNAFU in San Francisco are closely
evaluating their local wireless siting ordinances. The impact of wireless
facilities on communities is not only perceived as a health risk. It is
also believed to affect property values and sense of neighborhood, whether
they are stealth-like or not. In fact, many people would like to see them
in plain view so they can be avoided. See Cell towers are dangerous, but we're not allowed to say.
Health & Safety
We all now live a wireless digital technological age. Chronic exposure to
electromagnetic radiation from voluntary personal use, involuntary
exposure
to terrestrial antennas, towers,satellites and military applications are
increasing on the planet. Consumer behavior, utility company practices
and
most government agencies largely ignore health concerns while
electromagnetic field ?safe? exposure standards are being challenged by
many scientists, engineers and citizens for not protecting health and
safety.
The cell phone is the universal symbol of progress and its use is the
spark
igniting the drive towards globalization, a trend that promises many
economic and social benefits.
Dr. Gro Harlem Brundtland M.D., Director-General of the World Health
Organization recently stated: ?sustainable development is the
relationship
between society and our planet?.
In the future, history will show how life forms are able to tolerate and
adjust to the cumulative effect of combined manmade frequencies in
addition
to existing natural background radiation that life evolved in. Yet,
electromagnetic radiation also causes health problems and distress in
humans and animals. More people are reporting symptoms of electrical
sensitivity or microwave sickness, such as sleeplessness, depression,
fatigue, poor concentration, memory loss, burning sensations and rapid
pulse. Are these reports just symptoms of stress brought on by modern day
life? Or, are these ?canaries in the coal mine? sending us a warning?

Dr. Martin Graham, professor emeritus at UC Berkeley in Computer and
Electrical Engineering, defines electrical pollution as "A Ubiquitous
Pollutant". According to Graham, "there are millions of transmitters in
the electrical power system that are the equivalent of Marconi?s
transmitter. The power distribution wires are the antennas and groundings
that couple these noise-like signals to humans. The effects on humans
depend on the path the currents produced by these fields take through the
human body, on the sensitivity of the individual, and on the amplitude,

We believe the proliferation of transmitting antennas and increased demand
for electrical power, brought on by the upsurge in consumer demand for
digital electronic and wireless equipment in homes, schools and offices
needs to be evaluated as an environmental health problem.
We strongly urge a precautionary approach regarding chronic exposure to
electromagnetic radiation to raise public awareness and to protect health
so people can ?learn and earn?. We offer the definition of the
precautionary principle developed by the Collaborative on Health and the
Environment.
The Importance of a Precautionary Approach:
The precautionary principle should become a guiding factor in public
health
and environmental policy. The precautionary principle indicates that, when
there is plausible scientific evidence of significant harm from a proposed
or ongoing activity, preventive or corrective action should be taken to
reduce or eliminate that risk of harm, despite residual scientific
uncertainty about cause and effect relationships. Implementing the
precautionary principle requires assessment of how to accomplish desired
goals, looking for the safest alternatives, democratic participation, and
reversal of the burden of proof. That is, the proponent of an activity
bears the burden of assessing its safety and of showing that it is both
necessary and the least harmful alternative. Decisions affecting public
and
environmental health should be fully participatory.

Here is a simple test to find out what your exposure level is: An
inexpensive hand-held AM radio receiver will detect these signals. Tune
the
receiver to the lowest frequency on the dial (about 500 kilohertz), which
is below the lowest frequency broadcast station, turn up the volume, and
you will hear a noise. As the receiver comes closer to a transmitter, the
noise becomes louder. Try it near dimmer switches at various settings,
personal computer displays and keyboards, fax machines, microwave ovens,
electronic telephones, high efficiency fluorescent lamp bulbs, digital
clocks, electric coffee grinders, videotape recorders, or hand-held hair
dryers. This provides a rough tool for determining where there are
relatively high EMF exposures that you may want to protect yourself
against
by personal avoidance, installing shielding or elimination of the source
entirely.
Children's Health
Our children's health and well-being are
among our greatest concerns. In late 2000, the UK Department of Health
announced plans to require warning labels on cell phones and recommended
limited use of cell phones by children and not siting wireless facilities
near schools. Walt Disney Corporation announced
they were pulling licensure agreements which gave cell phone manufacturers
the right to market cell phones sheathed in Disney characters (see: http://www.wirelessimpacts.org//impacts/disney.html). Yet,
in spite of these major cautionary developments, the wireless industry
continues to aggressively market these devices to children and schools
(see:

by encouraging schools to site wireless facilities on school buildings
and playing fields and to purchase wireless computers for use in the
classroom. Such proposals need to be closely examined by school boards

- The Effects of Non-Ionizing Radiation, a resolution which
was introduced by School Board Member Julie Korenstein to the Los Angeles Unified School District banned cell towers on or near school properties. http://www.wirelessimpacts.org//impacts/la_resolution.html.
The Los Angeles Unified School Board as of June 2000, passed a resolution
opposing the future placement of cellular telecommunication towers on or
adjacent to school property because of the potential health effect.
California PUC (Public Utility Commission) issued an advisory on siting
towers near schools and residences in 1995 which is not being enforced.

prove fatal. Ornithologist Bill Evans estimates that U.S. towers
kill 3 to 5 million birds annually (in Northeastern U.S. alone)

Churches and Other Places of Worship
Churches are vulnerable to solicitations from commercial wireless
carriers. Most churches need money for capital improvements and
congregations are shrinking. In April 1999, a public forum on EMFs, called
"Going Wireless" was held at Westminster Church in Tiburon, California,
sponsored by the Council on Wireless Technology Impacts. This was one of
the first forums in the U.S. for citizens, scientists and government
officials to meet and discuss whether cellular phones and transmitting
antennas posed a health risk to man and the environment. Westminster
Church cancelled a contract with Sprint in 1997 after learning there were
potential health risks. Their position, was and still is: "forgo the lease
income and not allow the antenna to be placed on the steeple, "to be a
good neighbor", just in case."

Cleaner Air Signage Program in California --
In late 2001, California exercised strong initiative by adopting a new
building standard that encourages voluntary compliance in providing
disability access for persons with multiple chemical sensitivities or
electrical sensitivity to and through public buildings or any facilities
leased or rented by State of California. The purpose of the new standard
is to allow safer paths of travel and cleaner air for persons with these
disabling conditions so they may attend to their needs in publicly funded
facilities. Concerned citizens and interested parties can help make this
program work by encouraging voluntary adoption if this standard by
managers of publicly funded buildings.

Public Safety
Emerging information on the new public safety systems being installed
around the world, their operating systems, the frequencies they employ for
transmitters and handsets, which can be more powerful than cellular or 3G
and, that transmit high frequency pulsed modulated digital signals and,
the potential health effects. While CWTI supports improved public safety
communications, we are concerned about the long term health effects on
public safety personnel and the general public. More research is needed
to justify the increased microwave pollution that these systems create.

One of the important things I promote is energy efficiency -- passive
solar -- because that means you use the sunshine and the wind for your
energy flows and you don't need electricity for most of it. So, you can
drastically reduce your electrical requirements hence, your electric
current and your power bill, and your health risks, by having good design,
renewable energy. If you can use the energy that falls on your property,
whether it's ventilation energy, solar energy, or rainfall energy, then
